Amrapali Kata Relocated to Andhra Pradesh
GHMC Commissioner Amrapali Kata, a 2010-batch IAS officer, must now join the Andhra Pradesh cadre. Her request to remain in the Telangana cadre was denied by the Ministry of Personnel. Amrapali originally belonged to the Andhra Pradesh cadre, as assigned during the state’s bifurcation. Despite her appeal to be recognized as a Telangana-native officer, the Ministry, following the Khandekar Committee’s recommendations, ruled against her. The Khandekar Committee and Officer Allocation
The Khandekar Committee was tasked with dividing civil service officers between Telangana and Andhra Pradesh. While this process followed strict guidelines, several officers were unhappy with their cadre assignments. Some officers, including Amrapali, challenged the decision, claiming they had closer ties to Telangana.
Amrapali listed Visakhapatnam as her permanent address. Due to this, the Pratyush Sinha Committee placed her in Andhra Pradesh, following the Khandekar Committee’s guidelines. Despite her efforts to remain in Telangana, the court denied her requests.
High Court Upholds the Decision
Amrapali is not the only officer facing this issue. Many officers who had hoped to remain in Telangana were directed to move to Andhra Pradesh. One prominent example is Somesh Kumar, who served as Telangana’s Chief Secretary. After being ordered to move to Andhra Pradesh, he resigned. Similarly, Amrapali’s appeal was rejected by the High Court, upholding the earlier decisions of both the Khandekar and Pratyush Sinha Committees.
The Ministry’s decision and the court’s ruling highlight the complexities of cadre allocation in the aftermath of bifurcation. Despite her significant contributions to Hyderabad, Amrapali now faces a relocation to Andhra Pradesh.
Amrapali Kata Next Steps
Now, Amrapali must leave her position in Telangana and report to Andhra Pradesh. Although she had made significant contributions to Hyderabad as GHMC Commissioner, the Ministry’s decision stands firm. Her reassignment reflects the ongoing challenges faced by civil service officers in the aftermath of Telangana’s bifurcation.
